The City of Fairlawn is being required by USEPA to establish and implement a Storm Water Management Plan, thereby eliminating illicit discharges. An illicit discharge is defined as any discharge that is not composed entirely of storm water, except for non-storm water categories that are specifically allowed (i.e., fire fighting operations, water line flushing, irrigation water, air conditioning condensate, etc.). Because of illicit discharges, pollutant-containing wastewater enters into storm drains or directly into local waters without receiving appropriate treatment. Discharges may be intentional or may be unknown to the discharger. Sources of illicit discharges can include items such as improperly connected floor drains, improper dumping practices, and failing septic systems. One of the tools that the City of Fairlawn has decided to utilize in their Storm Water Management Plan is the Storm Water Complaint Hotline. The purpose of the Storm Water Complaint Hotline is for City of Fairlawn citizens to easily report illicit discharge and pollution concerns associated with the City's municipal separate storm sewer system to personnel in the City of Fairlawn that can determine the source of the illicit discharge and take the appropriate action to contain and eliminate it. Sewers collect water from inside homes and businesses and carry it to treatment plants, where it is cleaned before it reaches streams and rivers.
