A building permit gives you the legal permission to start construction of a building project in accordance with approved drawings and specifications. By obtaining a permit, you authorize licensed building inspectors to inspect the construction performed at intervals during construction. A permit is required if you intend to construct, enlarge, alter, repair, move, or change the occupancy of a residential building or structure, or portion thereof or to erect, install, enlarge, alter, repair, remove, convert, or replace any electrical, gas, mechanical, plumbing system, other residential building service equipment, or piping system. Some examples include: any new structures including, but not limited to residences, commercial structures, swimming pools over 24" deep, accessory buildings, walls and fences over 3 feet high, and building additions. Fairlawn City Council enacted Part Fifteen: Property Maintenance Code in which is Title II: Housing Maintenance Code requiring the implementation of a Neighborhood Inspection Program. The purpose of the Neighborhood Inspection Program is: 1. To enhance public welfare by establishing minimum standards governing the maintenance, appearance, and exterior condition of all residential dwelling units throughout the City in order to ensure that all dwelling units are suitable for habitation and beneficial to the public welfare. 2. To establish minimum standards for exterior property areas so that these areas do not constitute a negative influence on the neighborhood. 3. To protect property values and to maintain the character and appearance of the community. This program is administered by the Zoning, Housing, and Residential Building Department. Housing inspectors will conduct inspections from the city streets by walking down each street within the program area for that particular year. If an inspection reveals any violation of the Property Management Code, a Housing Inspector will present the owner with a violation order. The order will list the violations and will provide a reasonable time frame to make corrections. Orders will either be delivered in person or by certified mail but will always be in writing. Follow-up inspections will be conducted by the Housing Department to determine compliance.Zoning, Housing & Residential Building

Once you have established an account through our website, you can contact the Service Department at 330-668-9550 with any changes such as a new license plate number, adding or deleting a vehicle, or for a new decal because of a windshield replacement.

Go to the front page of our website, scroll down to "News and Announcements" and click on "Compactor Decal Registration". Your vehicle needs to be registered in Ohio. You will need your registration and driver's license to complete the form. Once you have submitted your form, it will be processed by the Service Department. Your decal, along with a copy of the compactor/recycling rules, will be mailed to your home.

The Summit Reworks facility is located at 1201 Graham Road, Stow, OH 44224, phone 330-374-0383. It is open seasonally, so please call them for days and hours of operation. The facility accepts oil based paints, tires, and other hazardous waste.

Latex paint can be disposed of at the compactor, however, it does need to be hardened with either a paint hardener that you can purchase at a local hardware store or by putting kitty litter in the paint and leaving the lid off until it hardens.

You may contact the Department of Public Service either by calling (330) 668-9550 or you may complete the "Fix It" form and submit. The Service Department will then come out and mark the light with a pink ribbon and contact Ohio Edison to schedule the repairs. Please allow 7-14 days for repairs to be completed.

The City of Fairlawn has an ordinance stating, "A dog which barks, yelps, or howls in excess of fifteen minutes on each of two or more consecutive days shall be deemed to be habitually barking, yelping, or howling." Whoever violates this section is guilty of a minor misdemeanor.

The City of Fairlawn has a curfew law which states, "No one under the age of 16 shall be on streets, sidewalks, or other public places in the city between the hours of 10:00 pm and 5:00 am, and no one between the ages of 16 and 18 between the hours of 11:00 pm and 5:00 am except when accompanied by a parent or legal guardian."

Fill out an application. You can print a copy from the City’s website Application for Reimbursement for the Installation of Water Control Devices, or you can request a paper copy of the application in person at City Hall. Please be sure to include all the necessary documents. If you have any questions on what documentation to provide, email the Law Department or call 330-668-9503. Once finished, submit the application and accompanying documents to Fairlawn City Hall.

Please include the following items with your application:
- A copy of the house deed or Summit County Fiscal Officer’s Tax Appraisal card;
- An itemized invoice that details the items purchased and work completed; and
- Proof of payment (Example: paid in full receipt or canceled check).

Eligible owner-occupants may receive reimbursement for the lesser of 50% of the reasonable and necessary cost of the material and installation, up to a maximum of $3,000.00 for all items combined.

Yes. An eligible owner-occupant is entitled to reimbursement for up to a total of $3,000.00 during the life of this program for all eligible items combined. If you have previously applied for reimbursement and received less than $3,000.00, you may continue to apply until you reach a total of $3,000.00 in reimbursement funds received.

The Residential Housing Assistance Board meets quarterly on the second Tuesday of January, April, July, and October. As long as your application was submitted prior to two weeks before the next meeting date, it will be reviewed at the next scheduled meeting.

The Board can only approve reimbursements for specific items, so they rely on itemized invoices to understand what work was completed to determine if that work is eligible for reimbursement under the City of Fairlawn Codified Ordinances Section 291.011. If an itemized invoice is not provided, the Board will request that one be provided.
